　　Brief specification description or basic overview of the project: This project plans to purchase 20 8-meter-high first-class pure electric buses. The products of this project have not been demonstrated for import, and the whole imported products are not accepted. Subcontracting and subcontracting are not allowed in this project. (For details, please refer to "Chapter II Project Procurement Requirements")

　　合同履約期限：自合同簽訂之日起至2025年10月15日前完成車輛交付，通過招標(biāo)人驗收，并協(xié)助招標(biāo)人完成車輛上牌。

　　The Contract Period: From the date of signing the contract to October 15, 2025, the vehicle will be delivered, passed the acceptance of the tenderer, and assist the tenderer to complete the vehicle registration.

　　二、申請人的資格要求

　　2. Qualification Requirements for Bidder

　　(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定;

　　(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

　　(b)落實政府采購政策需滿足的資格要求：本項目面向大、中、小、微型企業(yè)，事業(yè)法人、其他組織或自然人采購等各類投標(biāo)人采購。

　　(b)Qualification requirements to be met to implement government procurement policies: This project is open to all kinds of bidders, such as large, medium, small and micro enterprises, enterprises as legal persons, other organizations or natural persons.

　　(c)本項目的特定資格要求：3.1根據(jù)《上海市政府采購供應(yīng)商信息登記管理辦法》已登記入庫的供應(yīng)商。

　　3.2本項目不允許聯(lián)合體投標(biāo)。

　　3.3未被列入《信用中國網(wǎng)站》(www.creditchina.gov.cn)失信被執(zhí)行人名單、重大稅收違法失信主體和“中國政府采購網(wǎng)”(www.ccgp.gov.cn)政府采購嚴重違法失信行為記錄名單。

　　3.4為該采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該項目的其他采購活動。

　　3.5單位負責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動。

　　3.6符合《關(guān)于對接國際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導(dǎo)意見》(滬財采〔2024〕12號)第17條規(guī)定的供應(yīng)商，不得參加本項目的采購活動。

　　(i)符合《中華人民共和國政府采購法》第二十二條的規(guī)定;

　　(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

　　(ii)未被“信用中國”(www.creditchina.gov.cn)、中國政府采購網(wǎng)(www.ccgp.gov.cn)列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴重違法失信行為記錄名單;

　　(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
