　　簡要規(guī)格描述或項目基本概況介紹、用途：本項目擬采購28輛8米高一級純電動公交車輛和15輛12米高一級雙開門純電動公交車輛。本項目產(chǎn)品未做過進(jìn)口論證，不接受整體進(jìn)口產(chǎn)品，本項目不允許分包、轉(zhuǎn)包。(具體內(nèi)容詳見“第二章 項目采購需求”)

　　Brief specification description or basic overview of the project: This project is intended to purchase 28 8-meter high first-class pure electric buses and 15 12-meter high first- double-door pure electric buses. The products of this project have not been proven to be imported, do not accept the overall imported products, and this project does not allow subcont, transfer contracting. (For details, see "Chapter II Project Procurement Requirements").

　　合同履約期限：自合同簽訂之日起至2025年8月1日前完成車輛上牌和交付，并通過招標(biāo)人驗收。

　　The Contract Period: Complete vehicle license plate and delivery from the date of signing the contract to before August 1, 2025, and pass the acceptance of the tendere.

　　二、申請人的資格要求

　　2. Qualification Requirements for Bidder

　　(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定;

　　(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

　　(b)落實政府采購政策需滿足的資格要求：本項目面向大、中、小、微型企業(yè)，事業(yè)法人、其他組織或自然人采購等各類投標(biāo)人采購。包括但不限于節(jié)能產(chǎn)品政府采購、環(huán)境標(biāo)志產(chǎn)品政府采購、促進(jìn)中小企業(yè)發(fā)展、支持監(jiān)獄企業(yè)發(fā)展、促進(jìn)殘疾人就業(yè)。

　　(b)Qualification requirements to be met to implement government procurement policies: This project is aimed at various bidders such as large, medium, small, and micro-sized enterprises, corporate entities, other organizations, or individuals for. It includes but is not limited to government procurement of energy-saving products, government procurement of environmental label products, promoting the development of small and medium-sized enterprises, supporting the of prison enterprises, and promoting the employment of people with disabilities.

　　(c)本項目的特定資格要求：3、其他資格要求：

　　3.1根據(jù)《上海市政府采購供應(yīng)商信息登記管理辦法》已登記入庫的供應(yīng)商。

　　3.2本項目不接受聯(lián)合體形式投標(biāo)。

　　3.3未被列入《信用中國網(wǎng)站》(www.creditchina.gov.cn)失信被執(zhí)行人名單、重大稅收違法失信主體和“中國政府采購網(wǎng)”(www.ccgp.gov.cn)政府采購嚴(yán)重違法失信行為記錄名單。

　　3.4為該采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該項目的其他采購活動。

　　3.5單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動。

　　3.6符合《關(guān)于對接國際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點地區(qū)政府采購改革的指導(dǎo)意見》(滬財采〔2024〕12號)第17條規(guī)定的供應(yīng)商，不得參加本項目的采購活動。
